The plan to sign a contract with Adan and the Kenyan government is a matter of national concern where the process seems not to be followed and the Private initiated proposal ought not be the priority to there were other organs that had shown  interests through to the KAA that had been received.
Legilators not need to rubberstamp everything and every proposal given to them by government. 
Our nation is almost lacking the prime arm of government which should oversight the government the parliament need to wake up and walk the talk.
Meanwhile there later seem to have realized the role and how Kenyans pray that the same spirit through osmosis enter other colleagues so that they protect safe the nation
