TENDERS OUGHT TO BE FULLY PROCURED BEFORE AWADING TO CURB CONFLICTING OPINIONS EMERGING

As we move into the financial year 2023-2024, both the national government and the county governments have articular obligations which ought to be fulfilled as per the manifestations of the leaders who won elections in the concluded 2022 elections.

This narrows down from the ward Members of county Assembly, Members of parliament, Womem Representatives, Senator, Govermors and the president. Each had promised the electorate on what they will deliver should they be elected. Those who got the privilege to represent in those capacities are now looked upon to deliver. 

Narrowing down to Tongaren Constituency the honorable MP is meeting the target making sure he delivers as expected.

He had promised " nashukuru can't watu wa soysambu mitua kunipigia kura. Kwanza nitahakikisha tumeleta TTI, Hapa soysambu na pia nitaongea na Rais barabara ya Turbo-Brigadier-Kiminini iwekwe lami. Shule yetu ya St.Pauls Narati primary....nitajenga Ghorofa hapo na mambo mengine mengi"

He strictly assured the residents that mist tenders will go to youths. 

In meeting the agenda it has been identified as being very urgent that during the homecoming ceremony that was held at the MP's home on 30/06/2023in his speech he pleaded with the majority leader Hon Ndindi Nyoro to help construct shikuku primary school which in his response Hon Nyoro promised 5M to that school.

The MP also pleaded that through the majority a message reach to the President H.E William Ruto of the Turbo -Brigadia-Kiminini road be tarmacked. 

The St. Pauls Narati Primary have had a chance of receiving 5M from CDF to construct four classrooms. The constituency manager Handed the cheque to the school and thus construction ought to be in progress.

Protocol was not followed as pertaining the Procurement process....................................  Basically the tender was to be advertised then following that contractors bid the job which could call for the board vetting from the bidders to award a tender to the qualified contractor for the job.!!!!

Why was the protocol not followed ???

Investigating team reached out to relevant officers after getting a rumor that money"sabuni" was issued by the contractor who was awarded the tender to officers at the CDF. 

Factually the tender was issued in haste following the emergency with which the school was under. For guidelines had been issued that the mud-walled classrooms be demolished and pupils be relocated to neighboring schools. This was following the statement from the school.

The CDF officers aren't ready to give their version on the same.

It is said that the tender was awarded to Mr. Mathenge as a pre-qualified following the emergency that the school was subjected to.

Questions arising are :

1.Was the Mirage company the only one that has prequalified at the CDF?

2.Where are the stake of youths in this as had been started earlier by Hon MP of Tongaren?

3.majority of those from soysambu/mitua feel shortchanged .....because since finance was already available to the school youthful contractor could be helped to grow. Why ignore them?

These state of unsatisfaction has made the gradual drift which ought to be dismissed. 

The electorate are urged to understand the situation that subjected to issuance of the tender to Mr. Mathenge without following the due process.

Those youths who had decided to sought legal advice to stop the process until all procurement process are met..... Are thus, requested to hold and let the school and the contractor do the job since it was via emergency that such anomaly was made.

It is following youths who are equally contractors and felt unsatisfied had come together and decided to go to Kimilili law courts to seek legal assistance, where they were almost to get the order. But following a mediator who's identity is classified they decided to shelve the decision and this urged this political leaders to opt following due process when issuing tenders.

Mr. Mathenge has every reason to celebrate because should the court had issued the order then he would have incurred loss since he had already put in expenses.

Contractors are also asked to pre-qualify their companies to this offices and thus clarion call is made to those who take bribes to give tenders through backdoor 

#Kwaniikonini has engaged an investigations to unveil the whole saga behind such officials and names of those involved.

It is in the bid to end corruption in our country that society condemn such heinous acts.
