WHO IS FOOLING WHO IN THIS SAGA OF IEBC FAILURE TO PAY IT'S CONTRACTUAL EMPOYEES OF DEC 8th 2022

 IEBC is an independent institution of the government of Kenya that is recognized by the constitution of Kenya 2010. It replaced the former ECK which was disbanded in following the 2007 froudlent elections that caused the country to almost burn. The IEBC is mandated to conduct general elections and also by-elections if they occur. The mandate is to independently hire it's employees except the commissioners who are appointed by the President and must be approved by the National Assembly.this body have had chairmen since it's inception and among them are mr. Issak Hassan, mr Wafula Chebukati 
Following the 2022 general election which the Kenya Kwanza coalition won for presidency hence announced by the chairman of IEBC and consequently affirmed by the Supreme Court of the land presided over by CJ Martha Koome legalizing H.E William Samoei Ruto as the President of the Republic of Kenya. There was need to fix some positions within government like the arm of government -Parliament had to have the speaker. In the process the then duly elected senator of Bungoma county sen Hon Moses Masika Wetangula was elected to serve in the capacity of the Speaker of the National Assembly. Other elective regions affected was Elgeyo Markwet county as it's senator Hon Kipchumba Murkomen was appointed CS for roads.
That being the case, the IEBC under the then chairman wafula Chebukati arranged by-election in Bungoma county and set date to be 8/12/2022 which was conducted.before then it recruited personnel that was to midwife the process on contractual basis among them ICT managers, Civic Educations, Presiding officers, Deputy Presiding officers, and polling clerks across the county.it had allocated funding for all these including the procurement of ballot papers which was paid for, transportation of materials , training of personnel and wages to those workers. Elections was successfully done and the IEBC agents midwifed the process hence gave birth to a new senator of Bungoma county sen Hon David Wafula Wakoli.who was sworn in as the senate and is currently serving the people of Bungoma county.
Here lies the concern ,,,, it is half a year now since that process was conducted. Those who midwifed the process are in dilemma not knowing if the service ought to have been voluntary or had to be accompanied with pay.!!! Following the previous contracts the IEBC would not go beyond 20 days after the exercise before having paid their employees and in addition to this the NINE Returning officer of the nine constituencies together with the County Returning officer of Bungoma county assured their subjects that payments was to be done before Christmas 2022 nothing has been done. The then chairman left the stage since his term lapsed without overseeing these young youths get pay.
Bungoma county has elected leaders 45 MCA's from the wards within the county, 9 
1. Bumula- Hon Wamboka Jack 
2. Kanduyi- Hon John Makali 
3. Sirisia - Hon John Waluke 
4. Mt.Elgon-Hon Fred Kapondi 
5. Kabuchai- Hon Majimbo Kalasinga 
6. Webuye west- Hon Dan Wanyama 
7. Webuye East- Hon Martin Peela 
8. Kimilil- Hon Didmus Barasa 
9. Tongaren-Hon John Chikati 
members of the National Assembly from the nine constituencies, 1woman Rep 
representing the county Hon Catherine Wambilanga, 1 senator representing the county in the senate Hon David Wafula Wakoli and 1 Governor who is the CEO of this county H.E Kenneth Makelo Lusaka 
And by extention the speaker who was initially elected by Bungoma electorate Rt. Hon Moses Masika Wetangula.
Contrary to the expectations the cries of the IEBC agents fell on deaf ears. Some of the employees did not work from within their nearest polling station like the residing officers who travelled spent their night far in the polling station allocated and equally ensured results were submitted to the talking centres. In doing so they expected that in return something would be done in form if wages.  There was a rumour that the money was put on fixed account by one of senior officers in the IEBC and since the Body have never denied the claims then it means the rumor had some facts. The child that was midwifed is alive and well and effectively handling issues he was elected to handle. The only thing is that he himself has never questioned why the IEBC haven't paid it's workers who made him who he is.
The only man who heard the cry of his people and perhaps was representing those from his constituency was Hon majimbo Kalasinga MP Kabuchai constituency who questioned the issue of delayed pay to IEBC employees it is in this context that he is seemingly regarded as the MP who play his representation role well and much concerned about the well-being of his people .
As it is said that truly a Kenyan is a strange being when a Kenyan is given a vote which is an instrument of decision making how does he use the vote....he waits for some corrupt individual to give him 50 shillings or so then he vote in the direction pointed to him by the individual- he who calls the piper calls the tune. When he is given the vote is like he is given a blank cheque to go out into the showroom and buy himself a Mercedes-Benz but when he gets into the showroom he buys a tuktuk and when he gets home he wants the tuktuk to behave like a Mercedes 
Whenever given an opportunity to to elect good men and women into public office they elect them on the basis of their depth of their pockets and on basis of ethnic extraction or political affiliation but when they occupy public office we except them to behave well.we are asked to elect a committee to determine fair rules of hunting we elect hyena and when goats have been eaten we wonder why... Some of Our leaders have fallen short of the glory not only of God but of the expectations of the electorate.
IEBC employees  are urging all elected leaders in the concerned regions where by-election was conducted but payments not made to rise up to the occasion and represent their people.as Ralph Waldo Emmerson said " if a man can write a better book, preach a better sermon or make a better mousetrap than his neighbor even if he lives in the woods he whole world would find a kitten path to his resident. There is high expectations that some of the leaders are to silent on matters that affect their people meanwhile there is a believe that majority will take the direction of Hon Majimbo Kalasinga and on behalf ask for just to be done by the IEBC. As Martin Luther King Jr said if you set out to do that job do it better that the dead, the living and the unborn couldn't do it any better if you are a street sweeper sweep streets like Michael antelope pictures sweep streets like Franco composed Rhumba, sweep streets like Shakespeare wrote poetry, sweep streets like Nicolo Paganini played violin...sweep streets so hard that the whole world will have to pause and say that here lived a street sweeper who did his job well. Future will remember you fondly for standing with the rights of those whose rights are violated. You elected leaders put a smile on the faces of this people
